Attrition among small fleets and owner-operators has begun to rebalance supply, but that process comes with real consequences.
“Reduced capacity may provide short-term relief, but it comes at a real cost,” Bowles says. “Many small fleets and owner-operators simply don’t have the financial runway to survive a prolonged freight recession.” Rates have stopped free-falling and are showing early signs of stabilization, but excess capacity remains the central pressure point. A meaningful recovery, he notes, will likely depend on improved consumer spending and easing inflation—neither of which has fully materialized.
For fleet managers, this environment complicates utilization planning and cost forecasting. Conservative assumptions around miles, rates, and asset productivity are becoming the norm as fleets prepare for continued uncertainty rather than a sharp rebound.
That same caution is shaping equipment acquisition strategies. Commercial truck sales have softened, and the pre-buy activity many expected ahead of upcoming emissions regulations has been more muted than anticipated. “Those parts are more expensive and harder to come by,” Bowles notes, adding that fleets are actively seeking lower-cost alternatives; a difficult task when much of the supply base remains offshore. At the same time, fleets are keeping trucks longer, a trend reflected in higher average mileage for used equipment. Extended service life increases demand for parts and maintenance, putting additional strain on already stretched supply chains.
Layered on top of this is the industry’s long-standing shortage of skilled technicians. Despite years of focus, the problem persists, limiting shop throughput and increasing downtime risk. Industry organizations are working to bring new talent into the field, including initiatives like the Used Truck Association’s Jerome Nerman Family Foundation Scholarship, which supports both vocational training and higher education for future technicians.
To compensate, fleets are leaning more heavily on predictive maintenance, telematics, and data-driven service planning. AI and advanced analytics are accelerating a shift from reactive decision-making to anticipatory planning. By identifying inefficiencies and potential failures before they turn into downtime events, these tools help fleets protect margins and deploy capital more strategically.
Importantly, the most successful fleets aren’t chasing standalone tools. They’re adopting integrated digital platforms that convert operational data into actionable insight, allowing leaders to respond faster to market changes and manage supply-chain risk more effectively.
